Morocco-France: In Rabat, Lecornu Pledges an Extraordinary Friendship Treaty

M

ilitary honors at Rabat-Sale airport on Wednesday evening, a wreath laid Thursday morning at the Mohammed V mausoleum: France came with full ceremony. Accompanied by twelve ministers, Sebastien Lecornu co-chaired with Aziz Akhannouch the 15th Morocco-France High-Level Meeting, a forum that had not convened since 2019. The French prime minister hailed a “pivotal moment” and said he wanted a “change of scale,” notably on security and counterterrorism.

Some fifteen agreements are set to seal the meeting (economy, security, migration, defense), including a commuter rail project for the capital and studies of armament partnerships. In the wake of the “reinforced exceptional partnership” signed during Emmanuel Macron’s October 2024 state visit, Paris now speaks of an “extraordinary friendship treaty,” and a visit by King Mohammed VI to France is under study. The rapprochement, consecrated by France’s summer 2024 recognition of Moroccan sovereignty over the Sahara, will thus give itself a frame built to last.
