Ouled Saleh: A 500-Million-Dirham Company for 70 Hectares of Logistics Platform

A

decree published in the Bulletin officiel of September 10 authorizes the Moroccan Agency for Logistics Development to found, together with the Casablanca-Settat region, a joint-stock company whose name holds no mystery: Societe marocaine des installations logistiques de la region de Casablanca-Settat. The text carries the number 2.26.167 and the date of September 4; the authorization is sought under article 8 of law no. 39.89, and its execution entrusted to the minister of economy and finance. The object fits inside a perimeter: about 70 hectares in the commune of Ouled Saleh, south of Casablanca, where an integrated logistics and industrial platform is to be laid out. Share capital is set at 500 million dirhams, the agency subscribing 80% and the region 20%, for a total investment put at about 550 million, of which 400 million comes from the agency and 150 million from the region, the latter including 50 million as a subsidy.

Nothing here is improvised. A partnership agreement signed in July 2024 already gathered nine parties, from the ministries of economy and finance and of transport and logistics to the wilaya and the regional council, the Casablanca urban agency, the prefecture of Nouaceur, the Ouled Saleh communal council, the agency itself and the country’s employers’ confederation; the agency’s board approved the creation on July 23, 2025, and the regional council its stake in the capital at its ordinary session of October 2025. The statement of reasons also puts figures on the expectation, and does so without lyricism: about 800 million dirhams of cumulative revenue between 2025 and 2049, a cumulative result of 55 million over the same span, an internal rate of return of 7.2%. Profitability is not what anyone comes here for; the decree lists what it aims at, sharper logistics and economic competitiveness, investment drawn in, jobs created, and a regional demand for logistics zones finally met. The project sits inside the national strategy for logistics competitiveness and inside the regional development program for 2022-2027. The first trucks, for their part, will roll onto what is still only a perimeter.
