orocco’s Customs and Indirect Taxes Administration (ADII) and the Moroccan Agency for Medicines and Health Products (AMMPS) signed a framework partnership agreement on imports of medicines and health products in Rabat on Friday, October 23. The text bears the signatures of Mohammed Ezzahaoui, director general of the ADII, and Professor Samir Ahid, director general of the AMMPS. It opens three workstreams: electronic data exchange between the two institutions, lighter formalities for these products, and the gradual deployment of AMMPS pharmacist inspectors to border posts, where they will lend their expertise to customs checks. According to the joint communique quoted by TelQuel, the agreement aims to “pool the expertise of the two administrations and better coordinate their interventions at the borders, in compliance with the regulations in force.”
For a laboratory, an importer or a distributor, the border is today the point where two procedures overlap, customs clearance on one side and health compliance on the other. The agreement means to bring them together so as to strengthen health safety without lengthening the passage of goods. The two institutions have, however, set neither a timetable, nor a list of the border posts concerned, nor an inventory of the formalities due to disappear. The text’s real reach will therefore be read on the ground, once the first pharmacist inspectors take their place beside the customs officers.
