The general scheme is in good health: four million two hundred and forty thousand declared employees in 2025, up 4%, for a declared payroll that rose from 222.51 to 244.84 billion dirhams.

Compulsory health insurance now covers twenty-five million eighty thousand beneficiaries, for 22.65 billion dirhams in benefits, up 17%.

Yet the self-employed scheme pays out 157 dirhams in benefits for every 100 dirhams of contributions collected, a ratio that gained twenty-five points in a single year.

Spinning off the polyclinics will not settle that imbalance. The Fund says it will answer it through enrollment and collection.
