Foreign Trade: Imported Garlic Placed Under License for Eighteen Months

O

n September 24, 2026, Official Bulletin No. 7546 published an order by the Minister of Industry and Trade that placed garlic imports under license, effective immediately. Signed by Ryad Mezzour on August 13, after consulting the Minister of Agriculture, order No. 1825.26 supplements the order of April 19, 1994 (No. 1308.94) that sets the list of goods subject to quantitative restrictions on imports and exports. It added fresh or chilled garlic under tariff line 0703200000: every new import operation now needs a prior license.

The regime was set for eighteen months from that publication, until March 2028. The text spared operations already under way: no license is required when the importer opened, before the entry into force, an irrevocable and confirmed documentary credit in favor of the foreign supplier, nor when transport documents issued before that date prove that the goods were, from the moment of shipment, bound directly for Moroccan territory. The order did not close the market: it placed every shipment of garlic under the eye of the administration, which would decide, license by license, what comes in.
