orocco and the African Development Bank signed two financing agreements in Rabat on Thursday, for 405 million euros. The first, of 205 million, carries the rail infrastructure development support project that the Bank’s Board of Directors approved on July 8: it targets the Kenitra-Marrakech corridor, where it is to finance the extension of the high-speed line, the upgrading of the conventional track and the equipment of the Casablanca rail hub, rails and track components included, with a component supporting project ownership and the monitoring of results. The second, Cap Competences 2030, mobilizes 200 million euros approved in May, under results-based financing. Fouzi Lekjaa and Younes Sekkouri signed for the government, Mohamed Rabie Khlie for the National Railways Office, Achraf Hassan Tarsim for the Bank.
Both programs answer timetables the kingdom has set itself: the rail plan to 2040 for one, the national employment roadmap for 2025-2030 for the other. Cap Competences 2030 is built on three pillars, skills development and strategic partnerships, inclusive training matched to the needs of business, and the digital transformation of the system; the Bank expects from it a better passage out of training and into the labor market, for young people and women in particular. Since 1978 the institution would mobilize nearly 15 billion euros in Morocco, across more than one hundred and fifty projects and programs. It is by the pace of the works, more than by the pace of the signatures, that this one will be measured.
