Capital Markets: AMMC Publishes Its Fintech Pathway Guide

T

he fintech pathway guide that the Moroccan capital markets authority (AMMC) announced on October 26 describes how an innovative project owner should approach the regulator. Everything starts with the Fintech portal, which accepts two kinds of requests, an information request or a meeting request, through a four-step form in which no field is mandatory. A project can be submitted as early as the thinking stage, even for a simple regulatory consultation, and the Innovation department created in 2022 handles the requests.

To obtain an opinion, the project owner is invited to supply a presentation of the project, its business model, the planned services, the target clientele, its partners and its timetable. After the exchanges, the AMMC can give regulatory guidance, ask for further analysis, point out that an activity falls under a specific framework, or refer the owner to Bank Al-Maghrib or the ACAPS. Crowdfunding has its own portal, and projects seeking support or investors are directed to the Morocco Fintech Center, the association the regulator founded with Bank Al-Maghrib and the ACAPS on January 15, 2025. A project owner will now know, before filing anything, which documents the regulator will ask for.
